We present the full statement by Ivellin Mihaylov (Ивелин Михайлов) in Parliament (Парламентa) on 10 December 2025 regarding the vote of no confidence.
“We from the party ‘Velichie’ (партия „Величие“) will firmly support this vote of no confidence because we believe that Bulgaria (България) in the 21st century has returned to feudalism. At the moment, we are discussing budgets and other insignificant measures, while the most important matter is the system of economic development and governance. According to the Constitution (Конституцията), it must be based on free enterprise and a market economy, which is the most progressive system of our time. Unfortunately, the ruling authorities govern Bulgaria (България) in a feudal manner, and the country is moving economically backward. Ignorance or arrogance causes this, but the facts are undeniable and the protests prove it.”
The Feudal Model of Local Governance
I am in communication with the mayor of Gŭlŭbovo (кмета на Гълъбово). He wrote to me that he had secured 400 people in Stara Zagora (Стара Загора) for the protest of the Movement for Rights and Freedoms (ДПС). Only a feudal lord can do that. He distributes the work and the income in the municipality, deciding who should receive salaries – medical or state employees, excluding those in the Commission for Counteracting Corruption and Illegal Assets (КПКОНПИ), the State Agency for National Security (ДАНС), and the police (полицията).
Inefficiency of State Loans
The state must not obtain funds through new 20-billion loans. After these funds are absorbed, we do not see real results. The Military Club (Военният клуб) is falling apart, and the state does not maintain even the buildings it currently owns. When a person takes a loan, he buys new cars and clothes, but then remains without means of production. Every action of this government is based on debt that no one will be able to repay because the Bulgarian population and productive citizens are decreasing.
Destruction of Economic Initiative
Productive people are disappearing because in a feudal economy the laws are different. The feudal lord determines who will work. If the government had provided water for the farmers, the treasury would have collected 2 billion more in taxes, and food prices would have dropped. Instead, the authorities create new control agencies and crush those who are inconvenient.
In Varna (Варна), a foreigner buys a plot intending to build. After two years he discovers an entire apartment building constructed on his land. The plot is no longer his; everything has been stolen, and he faces an impenetrable judicial system without any support.
Driving Away Foreign Investors
Investors are fleeing Bulgaria (България). In 2008 the British investors left. A British businessman invested in a waste-processing plant, but his business was taken away. He left the country saying: “I can bring many investors, but in Africa the legislation protects the investor better than in Bulgaria (България).” A Cypriot company also invested, but the Varna mafia (варненската мафия) stole its properties. Everyone knows this, including in the National Assembly (Народното събрание), but no one reacts because the perpetrators are ‘our people’.
State agencies such as the State Agency for National Security (ДАНС) and the National Revenue Agency (НАП) crush any business that becomes inconvenient or desirable. Thus they eliminate massive foreign investments, as happened with Lukoil („Лукойл“).
Pressure on Small Business and the Collapse of Tourism
The National Revenue Agency (НАП) subjects small and medium-sized businesses to unprecedented pressure. Never before has the state treated Bulgarian entrepreneurs as second-class citizens in such a way. Tourism is also destroyed. We discussed the landfills with Minister Manol Genov (министър Манол Генов), who promised machines for returning bottles. The reality, however, is different – in Elenite (Елените) and Sveti Vlas (Свети Влас) sewage flows directly into the sea. No one can attract tourists without a clean environment.
Lack of Strategy and Security
There is no strategy for regional development. The Minister of Regional Development (министърът на регионалното развитие) does not understand my questions and refers me to read documents. Every region needs a strategy so that an investor can plan long-term for 20 or 30 years ahead. At the moment, if a large business generates profit, someone immediately tries to steal it. They demand shares of the company, and if the owner refuses, he is accused of being part of an organized criminal group.
Conclusion
The ruling authorities do not understand how money is produced. They are accustomed to living on the backs of others. The entrepreneur is a free individual, not an animal to be milked. If our government were in the United States (САЩ), entrepreneurs like Elon Musk (Илън Мъск), Bill Gates (Бил Гейтс), and Steve Jobs (Стив Джобс) would be in prison because they break the feudal model. With this government, Bulgaria (България) is doomed to oblivion. That is why we vote for the motion of no confidence — to provide a bit of freedom and breathing space for Bulgarian citizens.
